[build] Copy uefi headers into project
...
Eventually the UEFI headers should be brought in from their own project,
but for now, like the other projects under external/, these are being
copied into this repository.

Splitting out UEFI bootloader code from kernel
...
Now the bootloader should be responsible for all initial setup,
loading the kernel, and then handing off to the kernel with
proper data in place.
